Unless I'm severely mistaken, that's the Ganges river. It's a holy river in India, which people use for everything. They wash their car, prepare their food, bathe, brush their teeth, do their laundry, and also "bury" the dead in that river. It's not like no one notices the corpses floating around, but they're not abnormal there, so there's no need to panic.

Needless to say any non-Indian would become very ill and possibly die if they get in contact with Ganges water. The Indians themselves are immune to the filth because they've been exposed to it all their lives.
