I found this on a Glock forum:

I lived in Italy for four years while in the Army in the early 80's. I purchased a Bernardelli P19 chambered in 9X21. Not trying to get this locked or moved, just establishing some base of knowledge. 9X19 is considered a NATO round and the Italians have banned private citizens from owning NATO calibers. The Italian gun makers came up with the solution of creating the 9X21 caliber. The cartridge is 2 [millimeters] longer but the bullet is seated 2 [millimeters] deeper. It uses the same amount of propellant and the overall length of the round is exactly the same. It doesn't result in a more powerful round, just an odd size to comply with Italian law.
