Snapping your spinal cord doesn't necessarily mean instant knock-off. The body may not be twitching, but the head could be suffering.

The classical judicial long drop doesn't only break the spine, but gives a head a jolt strong enough to knock it off. But it's a looooong way to go down, with a strong rope and proper knot.

On the other side, short drop gives you pain in the neck for only about 5 seconds, and then it doesn't matter.

This young woman was arrested for drug possession and hung herself in her jail cell. She removed her blouse and made a noose and wrapped it around the bars of the window. Sorry about the poor images, but the rojas papers apparently weren't comfortable displaying images of her hanging topless.
