In some of these places, there're actually strict protocols which preclude "unqualified personnel" from "interfering," replete with potentially significant legal ramification for careers and whatnot. These self-interested jerks could have saved her life or at least stabilized her as best they could while waiting for the ambulance. If she was conscious and badly injured, she probably died needlessly from shock, too late for the paramedics to do much with.
