It is absolutely true, it's why so many people run over by trains are still alive by the time paramedics get there. There's also a ton of videos showing people still alive after getting run over, even one I've seen of someone completely cut in half at the waist. If it wasn't cauterized someone with that kind of injury would bleed on in mere seconds.
