You can buy safety devices for windows in the Philippines. Not most people can buy them, but they are available. I have also seen contractions made by the local welders for this purpose. People getting trap in fires is very well known in the Philippines. Furthermore, you can buy just about everything you see in Europe. Which is way more advance in the construction technology than the US. My neighbor good friend built a state-of-the-art self-sufficient house just outside Davao. He spent about 600k USD. He did not put those traps in his windows because he thought they looked ugly as hell. However, one day, he got robbed at night. The inside video cameras capture how the bandidos were in his room, walking around while he was at sleep. Later that month, he put his dream house for sale and left the country. He was told of the dangers of the philipines but he did not listen. Just a fact of life Philipines and many places in the world. Including the US.
