I own several small computer shops. If the computers have no earth grounding connection and you happen to be barefoot when an exposed (stripped) wire of any computer peripherals suddenly touched your skin, you're in for a good shock. That's why i make it a point that all my computer's are earthed and the floors are covered with non conductive tiles or matting.

most asian countries run between 110volts to the usual 220 volts. a computer headphone with a wire exposed (mostly from the metal part of the headphone brace that is entwined with wire going from one ear to the other and hidden under the covers). That single wire if it goes thru your body and terminates at your foot touching bare concrete floors, it means you're acting as the live load and the whole current and voltage is hitting you full power. especially when they changed the power distribution from live line 1 and live line 2 into live to ground system.
