I have no idea what is going on here, but these two people are lighting that other guy on fire. I guess they didn't like him very much.

That happened in Johannesburg or Cape Town, the man was a victim of mob justice. It is termed "necklacing" when mobs, fed up by crime in the area take matters into their own hands. Lynching and burning the person alive
