A 'snitch' is someone within the criminal underworld (like an accomplice, co-conspirator, or fellow gang member) who then informs to the police, not a civilian bystander or even mandated reporter (both of whom, especially the later by virtue of their position of trust, are duty and honor bound to bear witness within the criminal justice system after serious crimes against innocents have been perpetrated.) It's part of cost of living under rule of law.
