In germany, cannibalism is forbidden (of course), but there is no special law against it.

So it's homicide.
but german laws are way too ridiculous, the maximum penalty is only 15 years, no matter how many people you killed.

Thats quite true. I live in Germany and you are more or less "allowed" to stab or even rape someone once or twice in youre life without even going to prison at all. The usual sentence for the first time is a probation. Its absolutely sick!
