Yes and no about the mind frame question, if you apply enough pressure on the carotid arteries (depending on your weight and how much pressure you're applying) you might lose consciousness before you change your mind.
When you're suicidal the emotional pain far outweighs the physical pain, so to the suicidal person the alternative may be much worse than the brief (~60 seconds) pain they're in right now.
