yeah, or around the neck and fill it with petrol.....used to happen a lot in South Africa in the 80s, but i think this may be somewhere else because the cop has a cell phone, quite a small one so this pic is probably taken in the last 10 years and i don't think there have been any necklacings in SA since the late 80s
