Looked more like a ferry boat than a ship. I am in a country where ships are more used in inter-island travels than planes. Here, boat that size is just in ferry category. Hard to imagine that ferry would accommodate 242 people and cargo without getting into trouble.

In Third world countries like ours, being afraid of wasting money is more favored than safety. Example similar to this case is if you book a ship cruise, refund for cancellation would cut a large chunk of the whole price. So if the date arrived and the weather is bad like that, common sense dictates you should cancel your tour and be safe... But most would flinch on the price cut of refund if the boat will still go on. (full refund or re-schedule is only available if the boat company cancelled the trip of their own accord). So most will still continue with the schedule, spite of the danger.... and these disasters happens.
