Looks like a "Line Radio" the everyone carries when they work at airports. I doubt he was actually using it at the time. Usually, you can only hear anything after the aircraft is shut down. Probably it was clipped to his belt and fell out when he got struck. The terminal bosses relay info about what plane is going into what gate, what kind of baggage truck support they will need, fuel loads for the outgoing flight, mechanical problems, etc, etc.
