You're wrong in that assumption. People there have so much money they can afford to bribe the licensing office to give them a driving license without undergoing seminars, driving lessons and clearances. Same in our country the Philippines. You get a student permit, let it prolong for 3-6 months, renew it, pay the bill and you get a non-professional or a professional driver's license without the test driving and such. Thats why we have so many uneducated and ill mannered drivers who mans public conveyances. Only about 10% of the current public transport vehicle drivers here can actually read traffic signs posted along the roads. |
