This is true. In Canada, we allow MASSIVE numbers of all different races and nationalities to enter our country, and then the immigration social workers direct them in to communities 'specific' to their own ethinicity and we develop mini-Iran, and mini-afghanistans because the groups don't need to learn english when they live in large clusters and they wind up not emersing themselves in Canadian culture, which is scary.
