Unlicensed Pit Biker Carrying Minor Girl Crashes into Bins During Motocop Chase

Krasnodar traffic police officers were trying to flag down a pit bike rider carrying a minor girl as passenger but the driver ignored their orders and attempted to flee, prompting a pursuit by the police motorcycle patrol unit.

While trying to evade the motorcycle patrol, the 18-year-old rider lost control and crashed straight into roadside garbage bins.

Upon detaining the rider, police discovered that he possessed no documentation or ownership papers for the pit bike.

In russia pit bikes are not legally permitted on public roads, coupled with the rider's total lack of vehicle documentation, the motorcycle was seized and transported to the police impound lot.

The 18-year-old was arrested and escorted to the local police department because he actively resisted and fled from law enforcement.

He has been charged now with driving without a valid driver's license, disobeying a lawful order from a police officer to stop, running a red light, driving on a pedestrian sidewalk, driving into oncoming traffic lanes and operating a motorized vehicle without a helmet.

In addition to the multiple traffic violations, carrying a minor girl on the pit bike served as a major aggravating factor for the police intervention and resulted in separate legal actions.

The rider carried the young girl on a vehicle not structurally designed for passengers. Pit bikes lack the necessary weight capacity, passenger footrests, and stability required to safely transport a second person.

By initiating a high-speed police chase through pedestrian zones and crashing into trash bins with a minor on the back, the driver directly placed her life and health in immediate danger.

The minor passenger was riding without a safety helmet properly worn and fastened. Operating a two-wheeled vehicle or carrying a passenger without a helmet properly constitutes an explicit violation of traffic safety laws, heavily compounding the charges against the driver.

Because the passenger was a minor, Krasnodar police automatically handed her details over to the Juvenile Affairs Department.

While the driver faces administrative arrest and heavy fines, the passenger's parents are now being held legally responsible.

The police are investigating her parents under Article 5.35 of the Administrative Code of the russian federation for failure to fulfill parental duties regarding the upkeep and education of a minor, as she was allowed to ride an illegal vehicle without adult supervision.

For violating Article 19.3 of the KoAP RF (disobedience to a lawful police order), he faces up to 15 days of administrative jail time.

Operating a vehicle without a valid license (Article 12.7.1) carries a fine between 5,000 and 15,000 rubles.

Disobeying traffic signals (Article 12.12.1) carries a fine of 1,000 rubles.

Weaving between pedestrians on the sidewalk (Article 12.15.2) carries a fine of 2,000 rubles.

Driving directly into oncoming traffic lanes (Article 12.15.4) carries a fine of 5,000 rubles or potential suspension of future licensing rights.

Carrying a passenger on a sports-equipment pit bike not structurally rated for two people (Article 12.23.1) carries a fine of 500 rubles.

Allowing a passenger to ride with an unfastened/unworn helmet (Article 12.6) carries a fine of 1,000 rubles.

Because he lacked any vehicle ownership or registration documentation, the pit bike was seized and towed to a secure impound lot. He must pay the compounding daily storage and towing fees to recover it.

The minor girl will be placed on a local youth monitoring watchlist and also faces a fine of 500 rubles under Article 12.29.1 of the KoAP RF for the helmet thing.

The parents were officially cited under Article 5.35 of the KoAP RF for failure to fulfill parental duties regarding the protection and supervision of a minor. This administrative citation carries a warning or a direct financial fine.

If any property damage occurred to the municipal garbage bins or roadside structures during the final crash, the parents are legally liable under the Civil Code to pay for all repair costs out of pocket.

In case you're wondering: the boy cannot escape his current charges by joining the military because they are administrative, not criminal.

While russian federal laws allow individuals to halt legal proceedings by signing a military contract, this loophole only applies to criminal offenses aka the Criminal Code/UK RF. It does not apply to administrative offenses aka the Administrative Code/KoAP RF.
