On September 26, 2024, at about 6:20 p.m., Portland Police Bureau Special Emergency Reaction Team members were in the 7000 block of Northeast 17th Avenue in the Woodlawn neighborhood. They were assisting the Major Crimes Unit with the apprehension of Jesse James West, 24, who was wanted for numerous violent crimes and other firearms-related charges.

During the planned operation, SERT personnel used their vehicles to box in West's vehicle to prevent him from leaving. West tried to free the vehicle he was driving but was unsuccessful. Officers ordered him to show his hands.

One officer fired three less-lethal sponge projectiles through the tinted rear passenger window so officers could see West and communicate with him. As the officer fired the third less-lethal round, West fired six rounds at SERT officers.

Three SERT officers returned fire. Officer Joshua Ferris, a 23-year bureau veteran, fired 11 rifle rounds. Officer Matthew Wells, a 21-year bureau veteran, fired 14 rifle rounds. Officer Brett Emmons, an 8-year bureau veteran, fired five rifle rounds.

About four minutes after the shooting, West, who was wounded, was taken into custody and given medical care by a SERT medic. He was then transported to the hospital.
