Horses AVOID stepping on people that is why horses are used on riot control as well as herding more intelligent animals like cattle, sheep or asses.

That poor horse was trying to do it's job lots of distraction whistles fools waving and shouting and of course the ditzy welterweight anarchist that fell down in front of the horse and tripped it up as the horse was trying NOT to stomp the girl. Believe me if the horse WANTED to stomp the girl she would have become an integral part of the pavement.

Police horses do their best as do most American police they don't want rioters going home in body bags that is why the cops are out their on horses in the first place and do so at some risk to themselves and their horse. If they didn't care about the safety of the rioters they wouldn't bother using horses and go straight to vehicles or do like a lot of countries and use tanks.
