Ewwww.

Edit: She must be on something because nobody in their right mind would sit down on a NYC sidewalk without 2-3 layers of cardboard under them.

She should have stopped at the top....
New York Public Decency Laws (Section 245.01)
Quote:
[NAC NOTE: People v. Santorelli restricts the applicability of § 245.01. The Court of Appeals of New York ruled in 1992 that exposure of a bare female breast violates this law only when it takes place in a commercial context. As a practical matter, proper enforcement of this section can be a problem, since local enforcement agents are often unfamiliar with the case law that interprets the statutory language.]
As a practical matter, any public place where a man is allowed to walk around without a top, women are allowed to.

When I lived in Holland, I saw a homeless guy passed out in the middle of one of the city squares (Leidseplein if you know it). There was a beer can sitting on the ground next to his hand. Three police came up to him, squatted down and gently woke him up. When they got him sitting upright, they handed him his beer and walked away.
