Charges have been dropped, by the prosecutor no less, against the Granby St. Hula Hoop Lady.
Video of the arrest was recorded by a camera inside the tazer used by Officer Nicholas Parks to subdue this hardened criminal.

With one arm cuffed, this monster of the median held Officer Parks at bay, until he had absolutely no choice but to shock her with his tazer three times. And he's been placed on desk duty for this!

Pamela Brown has been terrorizing the Ward's Corner neighborhood from the same Granby Street traffic median with her hoola hoop and boombox for quite some time.

Her dossier, compiled back in January, nine months prior to her arrest:

Miss Brown has been mentally and physically disabled since her car was hit by a tractor-trailer on her prom night in 1977.

She wound up in a come for several days, and woke up with a severe mental disability.

She also has physical disabilities, and in this video she is pointing out to the officer that she is incapable of plaing her other arm behind her back.

She's showing him her medic-alert tag, and asking Officer Parks to read her medic-alert card explaining her injuries.

His response is to repeatedly tell her to put her uncuffed hand behind her back, and that he is not going to read the card.

Yea, this is a tough one, it's hard because officers are really not trained in how to identify and deal with people who are mentally handicapped.

Whether the cop could identify the mental welfare & was trained to follow a specific protocol means shit to me! It doesn't take the keen eye of a genius to determine she suffered some form of mental/physical incapacity. I believe the officer could've made the arrest without using his taser. True Pig...

Yeah I am in the same city as her and everyone knows her and has seen her (for the most part and also cause she has been on the news before).....for the cop to treat her as some danger like that was WAY out of line...and all it took was listening to her repeating that she cant put her arm behind her back....
