Man Who Accused Police of Using Excessive Force Charged with Assault

CEDAR PARK, Texas -- The DWI suspect in Cedar Park who accused police of using excessive force against him has been charged with assaulting a public servant, according to an arrest affidavit.

Christian Salinas, 21, turned himself into the Williamson County Jail on Tuesday, according to police.

The Cedar Park Police Department released dashboard camera video from Oct. 30 after Salinas claimed that officers used excessive force when arresting him on suspicion of DWI.

The video shows a Cedar Park police officer driving up to Salinas inside his stalled car. Salinas admitted to wrecking the car on a curb after drinking nearby at a friend's house. The officer on camera walks behind Salinas to search his pockets.

Officer: "Put your hands on top of your head."

Salinas: "What do you mean?"

Officer: "Put your hands on top of your head."

Salinas: "Oh, OK. Like that?"

Officer: "Yeah, and face away from me."

After a few moments, Salinas starts to question if he's under arrest.

Officer: "Face away from me right now."

Salinas: "I have a question sir, am I under arrest?"

Officer: "Not right now."

Salinas: "Am I detained?"

Officer: "You are detained right now."

Officer: "Look man, are you going to put your hands up there or not?"

Salinas: "Why am I being detained? No, wait, wait, wait."

Officer: "Put your hands up, leave them up there. Quit."

That is when Salinas is thrown on his face to the ground. He is unresponsive for about a minute. Eventually, he begins to moan and the officer calls for back-up as Salinas moans louder.

Officer: "Turn around! (Salinas screams.) Turn around, turn around right now! Stop resisting!"

Officers appear to hit Salinas with their fists multiple times and eventually Salinas is hit twice with a Taser.

Over the next several minutes, more officers arrive. Eventually, an officer confirms Salinas is in handcuffs and he's taken to the ICU at Cedar Park Regional Medical Center.

Salinas' family told KVUE that doctors at the hospital put him into an induced coma to help him breathe. He was released Friday morning.

Cedar Park police said an officer arrived to serve him three warrants for DWI, assault on a public servant and interference with public duties when Salinas ran.

KVUE spoke to Salinas over the phone Friday evening. He claims he never saw an officer try and serve him a warrant and he was at his girlfriend's home recovering.

"They're making me look like some sort of thug or some sort of outlaw," Salinas said over the phone. "I would like to speak to a lawyer. I don't know or understand why all these charges are being pressed against me."

Police said the officer's use of force will undergo an administrative internal review.

Salinas was charged in 2012 with DWI, resisting arrest and possession of marijuana.

The cop didn't need to slam him on the ground like that but when he was down he should have just listened, moron... screaming and shit.

didnt watch the whole thing....I think the cop is justified.
Hes there by himself and there are 2 of them...I wouldnt take any chances either.
