It takes several minutes for a person to die from lack of oxygen. We can pass out quick enough but death takes a little while to come.

Quick tip: if someone ever tries to choke you like this...you only have around 10 seconds or so to react and do something. One way to buy some more time, is to turn your head to the side or if you can, turn yourself around quickly, so the belt/arm/rope/whatever goes around the back of your head. Then, go for the attackers eyes or balls...he can't defend himself for a brief moment, because both of his hands are tied by holding the belt/rope.
PS: When I was a teen, we used to play a "choking" game, where you took a belt/towel or anything, wrapped it around your neck and choked yourself until you passed out( we didn't have phones or computers back then, nor did we have parental oversight :D ). Regaining consciousness gives you a kind of "high" and overall, this game was quite addictive.
