LOS ANGELES - The Los Angeles City Council has approved a $450,000 settlement with a car thief who was beaten by a police officer wielding a metal flashlight.
Stanley Miller was struck eleven times with the flashlight after a police pursuit of a stolen car in June 2004. Miller was beaten by Officer John Hatfield after he was already down on the ground with officers swarming him.
Miller sued the city, claiming he suffered brain damage and other injuries, but he agreed to settle in October.
The Los Angeles County district attorney's office declined to file criminal charges against Hatfield, citing lack of evidence.
Miller was sentenced in December 2004 to three years in state prison after pleading guilty to unlawful driving or taking of a vehicle and evading police.

I agree that this thief is a scumbag. However, the cops need to stay in line. If the ones that we sanction and pay to enforce the laws are breaking them, then what is left for us to do?
