MILLARD COUNTY, UTAH A Utah man claims he was the victim of police brutality and excessive force and has now filed a lawsuit against the officers involved.

The case goes back to an incident last May in Millard County, and the entire event was recorded on the deputy's dashboard camera.

Ty Pikyavit was 19 years old at the time.

He says a deputy should never treat someone the way a Millard County deputy treated him.

Pikyavit, seen in the video being handcuffed, admits he was drunk and doesn't remember what was happening.

"It's just something you can't believe until you see it, and I really couldn't believe it," he said.

Pikyavit was passed out on the side of a Fillmore street last May when his girlfriend found him and started walking him home.

A man picked them up to drive them but was pulled over by Millard County deputy Crete Carter, who ordered them out of the truck.

Even though Pikyavit said he couldn't stand, the deputy still wanted him to.

That's when the alleged brutality happened.

Pikyavit and his attorney say the video is bad enough, but what really bothers them is what happened when paramedics and other deputies arrived.

They say Carter lied about what exactly happened, delaying the proper treatment for Pikyavit.

"I wasn't resisting. I wasn't a threat. I wasn't doing nobody any harm or anything," Pikyavit said.

Millard County Sheriff Robert Dekker and Chief Deputy Attorney Patrick Finlinson couldn't comment on the case.

Pikyavit has about $5,000 in hospital bills and says he still has head, neck, and back trouble.

lol...anyone else think she's a little dramatic? Is that supposed to be her man that just stands there!? I hope not, she needed to be consoled...I think she says at one point that she loves the dude on the ground (??maybe they knew him after all?)

Well, I don't quite see how that was police brutality, dude wouldn't stop moving while he was being handcuffed, very standard procedure to drop them if that keeps up. Don't know why the fuck he lied about it though, kind of a dumb fucking move on his part.
