Her entire body language as she stormed toward the cop was "I'm going to get in your face and yell and there's nothing you can do about it."

I'd say that was excessive force, she never showed any physical threat like having her hands up ready to go hands on. Probably bounced her head of the ground as well & that can put your lights out permanently.
