According to eyewitnesses and video documentation, the incident began because Carlos had reportedly spent the entire day at the restaurant and refused to pay his bill or leave the premises.

When responding San Bernardino police officers arrived and asked him to provide identification, he refused to comply.

The situation quickly escalated into a physical confrontation when he actively resisted being taken into custody, leading officers to forcibly take him to the ground and hogtie him to establish restraint but not before a cop was hit in the face and the policewoman failed to hold his feet.
