FORT WAYNE, (June 22, 2024) — The Fort Wayne Police Department on Tuesday released the body cam footage showing the moment an officer fatally shot 22-year-old Linzell Parhm during a traffic stop three days earlier.

According to FWPD, an officer – identified by the FWPD as Mason Wills – conducted a traffic stop around 10:30 p.m. at the intersection of Hurd and John streets on the city’s southeast side. It ended in the death of Parhm, a passenger in a red car that was pulled over.

Police said they found a 7.62mm Draco AK Pistol, which is seen in the video on the passenger side near Parhm. It’s a semiautomatic handgun that typically comes with a 30-round magazine.

“Hey there,” the officer says at the beginning of the footage. “Put your hands on the dash.”

Parhm and the driver both did so.

“Don’t reach around, you understand me?” the officer says.

“Yes sir, I understand,” one of the men can be heard saying.

Just after that, Parhm took his left hand off the dash.

“Keep your hands on the fucking dash. You reach down there again, I will shoot you fucker,” the officer says.

Parhm then raised both his hands.

“Don’t reach for that fucking gun or I’ll shoot you, you fucker,” the officer says, continuing to warn Parhm multiple times.

This is when the viral video taken by a bystander begins as the officer tells someone to stay back.

“Don’t reach for that fucking gun, keep your hands on the fucking dash.”

It appears the driver was pleading with Parhm to follow the officer’s instructions.

Seconds later, two gunshots can be heard. The officer can be heard reporting shots fired, and the video cuts to more officers responding, with Wills saying the gun was in Parhm’s lap.

The police department has not released any details on why the traffic stop was initiated in the first place.

After police released the bodycam footage, an attorney with Wagner Reese, LLP sent a press release Tuesday saying national civil rights attorney Ben Crump and Indiana attorney Stephen Wagner have been retained by Parhm’s family to investigate the officer-involved shooting.

Shirley Woods founded the Euell A. Wilson Center in memory of her son, a local football standout who passed away in his sleep in the 1990s and she is now mourning Parhm's death. She described him as a "jewel of a person", and one who felt like her own grandson.

He was beloved by the children who attended the center.

"He was here to add to your life and that do withdrawals he was always making deposits in somebody's life he was a giver he was so patient with the kids," Woods said.

Grief counselors from Erin's House for Grieving Children had been there Monday as the staff members talked to the children about Parhm's death. Many of them wondered if he would be coming back.

Yeah it's also okay for people to kill other people on videos here but it's not okay if you do it.

Cop was way more lenient than he should have been, to be honest. I mean after like the what...4th or 5th time reaching down - I'd have shot him after the second attempt.
