A Hartford man is struggling to stay alive after a hit-and-run accident left him helpless on a city street. Police have released some disturbing surveillance video of the accident in hopes of finding the driver who's responsible.

The hit-and-run was caught on tape. Angel Torres was crossing Park Road, hit by a car that swerved across the center line. He flips over the car and lands in the middle of the street and the driver takes off.

It's what happens next that really has the police chief upset.

Nothing.

The traffic camera shows, in all, ten cars pass Torres laying on the ground. Two others turn around and go the opposite way and more witnesses on the sidewalk walk over.

Police say no one called 9-1-1. No one helped him.

When witness Bryant Hayre of Hartford was asked if he got a chance to call 9-1-1, he replied, "No, I didn't have my phone one me at the time."

Police say Torres was laying in the street for nearly a minute and a half before a police cruiser on its way to another call found Torres laying in the street.

"It's a clear indication of what we have become," Hartford Police Chief Daryl Roberts said. "We see a man laying in the street who has been hit by a car and people are just driving by, and people around him walk by him.

"People always say what are the police doing. That is not a police problem."

As police review the video, they are asking the witnesses who drove off to please come forward and contact detectives, and do the right thing now.

"At the end of the day, we have to look at ourselves, and understand that our moral values have changed and we have no regard for ourselves," Chief Roberts said.

"I hope they catch the person and justice is served because that wasn't right," Hayre said.

HARTFORD, Connecticut (AP) -- Police released audio tapes of two 911 calls made shortly after a 78-year-old man was struck by a car and then left in a Hartford, Connecticut, street by passing motorists and pedestrians.

The tapes were released two days after police Chief Daryl Roberts publicized a surveillance video of a car striking Angel Arce Torres and leaving him paralyzed in the busy street.

The video showed cars zooming past and bystanders staring at Torres from the sidewalk.

No one in the video stepped forward to help Torres, prompting Roberts to declare, "We no longer have a moral compass."

City officials later acknowledged that police received four 911 calls immediately after the accident. They released portions of two calls on Friday.

"Send an ambulance quick, quick, quick, he's bleeding hard," one man implores a 911 operator.

Torres, a retired forklift operator, was struck in the two-way street after buying milk at a grocery. He was hospitalized Friday in critical condition.

The video shows two cars veer across the center line and one of the cars striking Torres. Both cars then dart down a side street.

Gov. M. Jodi Rell on Friday offered a $10,000 reward for information leading to the arrest and conviction of the motorists involved in the accident.

That man died in May of this year. The hit-and-run piece of trash has not yet been found.

Ah right. I never checked into it. I assumed he died at the scene of the accident or shortly after. To spend your last year of life paralysed... not nice eh

Haha, after he got hit it looked like he tried to grab a hold of the car but the driver was like "fuck no!" and just stepped on the gas.
