flashing high beams for no emergency reasons is actual punishable in some countries as you're distracting other drivers so i'm surprised there isn't a law for this in the states lol

The title is wrong. He wasn't pulled over gor going the apeed limit, he was pulled over for flashing his high beams and the cop thought he needed help.
