I never understood. Why would something like this be illegal? If it's from a cliff it's legal, but from a bridge it's not?

Who has to clean it up when something goes wrong? Also they count as a distraction to drivers, and could be blocking traffic with their own stopped vehicles. |

^^^I agree. You don't want people lined up on bridges to do this type of stuff. Somethings bound to happen. This guy did the right thing though. That fat ass cop won't even bother now.
