Cop Shoots a Suspect While Clinging to a Moving Flatbed Tow Truck

On Friday, March 27, 2026, the Milwaukee Police Department released body-worn and dashboard camera footage of a fatal shooting that occurred on March 12, 2026. The incident involved an officer who shot and killed a suspect while clinging to a moving flatbed tow truck.

At approximately 10:00 a.m. near 12th and Burnham Streets, officers and a Wisconsin Department of Corrections agent located Jonathan Otto, 35, who was wanted for a parole violation.

When an officer ordered Otto to exit his truck, Otto refused and sped away. The officer became caught on the vehicle, clinging to the driver's side window and the suspect's coat for several blocks as the truck reached speeds of approximately 30 mph.

Footage captures the officer repeatedly ordering Otto to stop and warning that he would shoot. After Otto continued driving, the officer fired a single shot, striking him. The vehicle eventually came to a stop near 15th and Grant Streets.

While Otto was initially sought for missing parole appointments, the Wisconsin Department of Corrections revealed the arrest became urgent on March 10 after they learned of allegations of assault and strangulation against him involving an incident on March 9.

Otto’s girlfriend, Emily Hernandez, was a passenger in the truck. She claims she did not hear any initial commands to stop, only the officer saying Otto's name before jumping onto the truck. She also stated that Otto pulled over twice, but the officer never let go.

he officer, a 46-year-old veteran with 21 years of service, was treated for non-fatal injuries and remains on routine administrative leave.

Milwaukee Police Chief Jeffrey Norman called the incident "totally avoidable," stating that disagreements with law enforcement should be settled in court rather than on the streets.

Otto’s family has publicly questioned why the officer did not use a Taser or jump off the moving vehicle instead of using deadly force.

Could anyone tell when the shot was fired? Was it right at the end as the truck was coming to a stop?

Using both hands grabbing the driver and hoping not to fall from the car at that speed i guess.
