surprised he'd put the K-9 at risk in such a maneuver, but prob as ppl describe, he was out of jurisdiction or just wanted to get to his next destination w/o having to pull over driver & etc. Obv was keeping a ck on speeds and wanted to get his message across.

Never think that. They always cross-deputise and all kinds of legal acrobatics so that a cop just about anywhere can hand you over to the local.
