What i think happened was the kid was sitting there and picked something up (you can see him do it), the cop walked by and said "don't even mess with that" walk past and said "put it back up ther" then he back handed him for not doing it quick enough

Without a story I see no problem with what the guard did. You don't know if the kid was a constant wise ass and taunting him, etc. Plus whatever it is he had could have been dangerous or expensive. He obviously warned him before because he says it. That was a real nice backhand.
