Now, all they need to do is pummel him for about 20 minutes for resisting arrest. If he had a broken nose, 2 black eyes, broken arms and legs, several broken ribs, he'd be ready for jailing. Not only would it reduce crime, he'd be smarter after, so it's a win-win! Who can complain about reeducation?
