Why were stopped in the middle of the road and was the driver in on it...looks like a set up to me.  Dumb for doing it in clear view of a CCTV camera. Hopefully they'll catch these people.

They're partially in what I'm guessing is a bike lane. They could have been waiting for someone to come out of a building when the carjackers showed up.
