cops are too scared in situations like these. you dont need to restrain the guy to talk to him. she reached for him and he doesnt want to be touched so he brushes her off and she freaks. i can understand why she would given the fact the guy had 50 lbs on her. its just cops need to be able to understand that the people you deal are just as scared your gonna pull a gun on them as you are that they pull one on you. only difference is cops go through training for these sorts of situations.

You're right about a couple things, but he did a little more than just shrug her off. He aggressively pulled away from her which, to me, indicates that he was disobeying her orders. She was probably giving him commands and he was non-compliant (It's obvious by watching her gestures). And I bet backup was initially called because the parents were in the first officer's ear and he needed to keep control of the scene.
