RICHMOND, Va. — The Richmond Police Department has released critical bodycam and surveillance footage from a fatal officer-involved shooting that took place earlier this month at the Belt Atlantic apartment complex.

The incident resulted in the death of 31-year-old Jazmin Wooten-Mitchell, a mother of two who family members say was experiencing a severe mental health crisis.

According to police records and dispatch audio included in the release, authorities received two distinct emergency calls. The first caller reported that Wooten-Mitchell may have shot herself inside her apartment. Moments later, a second caller reported a woman actively firing a gun outside on the apartment building's breezeway.

As officers arrived on the scene and began ascending the apartment stairwell, distinct gunshots can be heard on the bodycam audio.

At the same time, a resident is seen walking down the outdoor hallway, placing her directly in the line of fire.

The newly released surveillance and bodycam footage captures Wooten-Mitchell standing on the elevated breezeway, holding a firearm.

According to the video evidence, she fired multiple rounds along the walkway, in close proximity to both the passing resident and the approaching officers.

An officer on the stairwell is heard shouting, "Stop the gun," before immediately returning fire to neutralize the threat. Wooten-Mitchell was struck by the gunfire and collapsed.

Officers secured her weapon, instructed her not to move, and administered emergency first aid until paramedics arrived. She was pronounced dead at the scene.

Loved ones have since shared that Wooten-Mitchell was under immense emotional distress at the time of the shooting. Just two days prior to the incident, the father of one of her children had been killed in a fatal car accident, triggering a severe mental health breakdown.

Wooten-Mitchell’s family told that she was the mother of two kids, a 6-month-old boy and a 10-year-old girl. Her daughter’s 11th birthday was this past week.

The family organized a GoFundMe to help cover Wooten-Mitchell’s funeral costs and other expenses.

Before the shooting, Jazmin reportedly made heartbreaking Facebook posts saying she was “checking out,” leaving many people now asking the same question: Was this a mental health crisis or suicide by cop?
