Ignoring the liberal moaning parts of the media commentary, the narrative explains the subject is acting insane (or drugged up), resisting arresting including running away and forcing the cops to tackle and forcibly arrest him.

This footage is clearly post tackle, and the subject is refusing to lie on his stomach and put his hands behind his back for cuffing. The cops' primary goals are to get control of his hands to 1) keep him from pulling a weapon and 2) cuff the man. The middle cop is trying in vain to get his hands, but the man keeps yanking them away to break the handholds of the other cops. The other two cops are striking the man to weaken him and force him to submit.

Some subjects are flying on drugs/mental issues, extremely violent, unusually strong and dangerous to cops, not to mention the public. The cops need to inflict violence in order to arrest violent subjects. They can't just let him run off. Tasers won't stop him. Instead of bitching about cops striking violent subjects to control his hands and arrest him, some DRers should join the force and try their hand at controlling an out-of-control schizoid or someone flying on a drug cocktail.
