Two individuals have been charged in connection with a shooting that occurred in Duluth's Central Hillside neighborhood on December 29, leaving one victim critically injured, according to authorities.

Alexia Cutbank, 19, faces charges of first-degree premeditated attempted murder and felon in possession of a firearm, while Seneca Steeprock, 39, has been charged with first-degree aiding and abetting premeditated attempted murder and felon in possession of a firearm.

A Duluth Police officer witnessed a female, later identified as Cutbank, dragging a male on the sidewalk outside an apartment building at the intersection of Lake Avenue and West 4th Street. Upon approaching the scene, the officer was informed by Cutbank that the male had been shot inside the building. The victim, who suffered eight or nine gunshot wounds, was transported to a nearby hospital in critical condition.

Investigators discovered that the victim and Cutbank's brother, Mr. Cutbank, had a contentious history, with family members believing that Mr. Cutbank had attempted to kill the victim in November. Court records show that Mr. Cutbank is currently in custody, charged with the murder of an individual who had gone to meet the victim in his place during the November incident.

Jail calls between Alexia Cutbank and her brother revealed that she had planned to "set someone up" and knew the victim's location. The call was made around 1:00 p.m. on the day of the shooting. Subsequent phone calls after the incident confirmed that Alexia had "taken care of that thing" and had been accompanied by Steeprock during the shooting.

During the arrest, officers found a loaded 9mm handgun in Cutbank's purse, and Steeprock had buried another firearm in the snow while attempting to flee from the authorities.

The case remains under investigation by the Duluth Police Department.
