If you have ever driven at night with oncoming traffic you would know anytime oncoming traffic hits the slightest bump in the road it raises the front end of the vehicle just enough to have the same effect as flashing someone with your lights. This is one of those B.S. do you know why i pulled you over excuses. My buddy got a DUI(.08BAC) and the cops used this exact scenario to have a reason to pull him over. On my drive home from work late night last week I could have sworn the guy behind me was trying to let me know a taillight was out or something, i would have bet it all on that but because I dont know dude, and its late I'm not stopping for any joe schmo. turns out that road is very uneven and every vehicle appears like that to the one ahead of it. Cops need to actually have a reason to pull someone over and be held accountable when they create one. simple fix make a law stating flashing flickering headlights is never a reason to pull someone over.

I'm pretty sure it's illegal to ask a driver to exit his vehicle because of their high beams. Driving with high beams is not a misdemeanor, and falls under the violations category for moving violations.
