I don't know about the laws in that country, but here in the US, once she tried to run down pedestrians, that's vehicular assault. I'm pretty sure you'd be allowed to subdue and restrain that nutjob until the cops could arrive. (And it'd be a tragedy if she happened to take an "accidental" elbow to the mouth in the process.  )
