The problem here isn't that the brakes aren't on it's that the trailer isn't chocked. when the tractor goes on the trailer it lifts the back of the truck and there's no longer enough friction on the ground to stop the rear wheels of the truck from skidding if the guy had just back the tractor off the trailer it would have stopped moving
