In the past, when charged by smaller, neurotic dogs, I've found that snarling back at them (with feeling) and/or putting your foot right into their mouth, works great to neutralize things. If you let your dog outside, someone might fucking EAT it (which I actually got to SAY to an insane neighbor, one time).
