Well, don't forget in the old days they had no jails/prisons to keep prisoners. That's why they used pushishments like the stocks, public flogging, being branded, wearing the letter "A". Public humilitationnand shaming were the only game in town...and it was effective...very very effective. But as folks because more migratory, less attached to their communities, and lived further and further away from towns/city centers, shaming became less successful. Shaming and public humiliation are still very effective, but it takes so damn much more to shame anyone these days. Too bad.

A police spokesman said: ‘Unless the man who was tied to the lamppost or his alleged victim want to file a complaint, there is not much we can do.’
