Private company...so that doesn't come from taxpayer money luckily! They are testing and trying to develop reusable rockets that can be controlled in atmosphere for landing and liftoff and directional controls (as seen in the video) as opposed to the traditional straight up rockets that can't be re-used |

i saw a video of one of these tests shot from a quadricopter controlled by an ipad...or something like that. cool stuff.
