You've got to give them something to perform with. Even a pair of spoons. I have a friend who is renowned for his spoon playing. People can hear him coming for blocks, and know what neighbourhood he's hanging out in from inside city buses. That's calling busking and its not panhandling. They never ask for money directly, while also providing a service(entertainment and culture).
