I've done a little research into this video and found someone calling it a petit mal seizure or in some cases food agressive:

that dog is actually having a petite mal seizure. My neuro professor found this video and showed it to us in class as an example of an atypical presentation of a petite mal seizure in a dog. Even the most food aggressive dog in the world is not going to attack his own foot.
So the dog is unaware he is doing that?
well, sort of. He's conscious of what is going on but he's unable to control his actions in that situation.

I witnessed something similar to this behaviour last year in the shelter kennels. A dog with a large tail that was food aggressive would attack its own tail. All tests where done that included neurological testing, the "royal college veterinary surgeons http://www.rvc.ac.uk/QMH/Index.cfm" diagnosed as food aggressive.

Two days before the surgery date to dock the dogs tail the dog attacked its tail over night (one of the kennel maids stupidly had given a kong over night) another kennel maid found the dog in a pool of blood at five in the morning. Dog rushed to emergency vet, sadly dog died. Necropsy was done, dog died of blood loss and a heart attack. I agree that some animals that do this may have neurological problems but some do not. If an animal shows extreme behaviour at only food time and not any other time then food aggression could be the cause.

I may have jumped the gun on diagnosing on the above video but your neuro professor may have done the same thing as no one can truly diagnose by the short video footage above. I would have liked to have seen in the above video one of the people try to take the bone of the dog to see the larger picture. This was not the case so no one could fully diagnose. If this dog is still around I hope whoever own it gets this animal the professional help it so needs but I doubt they will as by the sounds of the laughter they come across as if it’s some sort of funny party trick the animal does.
