I am pretty sure that the bite from a horse, dog and many other "people-animals"(maybe even cats), would be much worse than a sting of an otter penis. It's not like the otter penis maintains a solid grip on each side of whatever body part it attacks, like the upper and lower jaw of other animals would easily do. Therefore, having a tame otter as a pet, shouldn't be any more dangerous than having any other larger animal as a pet.
