I have no firm knowledge either way about that obviously, but watching and listening really closely it appears to be USA for 3 reasons. The first, when the victim is crawling on the ground saying "Help me. Help me." To a couple passing by at 00:12, I don't detect a foreign accent. Second, there's a No Parking sign on the wall by the elevators that's clearly written in English. And the last thing I noticed was when the couple in the SUV are parking towards the end, if you look at the plates of their car and the plates of the few other cars in the area, they appear to be American plates, although the camera never focuses so closely that you can make out what estate they come from. Like I said though, none of these clues give a definite answer as to where it was filmed. They are just some details I noticed when looking a little more closely.
